Belval in Luxembourg: a model for Europe’s innovation districts.
For a decade, Wanaka Partners has a dedicated team based in Belval, Luxembourg, giving us a front-row perspective to one of Europe’s most ambitious and successful urban transformations. Once a steelmaking stronghold, Belval is now a benchmark for innovation districts, anchored by academic excellence, architectural ambition, and strategic public investment.
From steel to knowledge
Belval’s regeneration began in the early 2000s, transforming 120 hectares of former industrial land into a leading knowledge and innovation hub. Today, it welcomes over 20,000 users daily across nearly 1.3 million m² of developed surface, with 30% reserved for green and public spaces.
At the centre of this transformation is the University of Luxembourg’s Belval Campus, home to more than 7,000 students and 2,400 staff from 120+ countries. Its multilingual teaching model, vibrant research culture, and landmark architecture, including preserved blast furnaces, symbolise Belval’s shift from heavy industry to high-value innovation.
A magnet for talent, investment, and design
Belval’s evolution has drawn leading international architects and real estate developers. Belval Plaza was among the first buildings constructed on the site, combining a shopping centre with residential accommodation. This was followed by the development of an iconic office building for Banque Internationale à Luxembourg (formerly Dexia), characterised by its distinctive red façade, the Red Sky.
Among the district’s most emblematic projects, Foster + Partners' ICÔNE building, developed by BESIX RED, stands out as a flagship office development promoting co-creation and sustainable design.
Alongside this, a range of office, residential and commercial developments continue to reinforce the district’s role as the primary employment hub in southern Luxembourg.
Institutional investors have also taken note. Large-scale residential projects, flexible office spaces and co-working hubs now respond to the growing demand from companies in the tech, finance, health, and public sectors.
A mature innovation ecosystem
Beyond the university, Belval hosts key national institutions such as:
- ADEM - The Agency for Employment Development
- Technoport – Luxembourg’s leading technology incubator
- Luxembourg Institute of Science and Technology (LIST) – focused on materials science and environmental tech
- Luxinnovation – the country’s national innovation agency
Together, these actors shape a fertile ground for startups, applied research, and public-private collaboration.
Real estate, redefined
From a real estate perspective, former industrial brownfield sites are gradually being redeveloped under the coordination of Agora, a company owned 50/50 by ArcelorMittal and the Luxembourg government, which acts as master developer of the district.
Agora oversees the strategic planning of Belval, the structuring and release of land parcels, the rollout of infrastructure, and the phased commercialisation of projects. Through this long-term, coordinated approach, it aligns public and private stakeholders, ensures architectural coherence, and preserves key elements of the site’s industrial heritage while delivering a diversified mixed-use programme.
This governance model has been instrumental in transforming a former steel production site into a dense, integrated urban district anchored by academic institutions, research centres, corporate occupiers and residential communities.
This coordinated redevelopment enables projects whose design, density, infrastructure and identity collectively contribute to long-term value creation. With direct rail access to Luxembourg City, strong cycling infrastructure, and a full range of amenities including shops, schools and cultural venues such as Rockhal, Belval combines accessibility, quality of life and identity in a way few districts can, creating a true sense of place.
At Wanaka Partners, we have actively contributed to shaping Belval’s built environment. Our decade-long presence and close relationships with institutional stakeholders position us as the reference real estate partner in the district.
Why Belval matters now
For institutional investors and occupiers, Belval presents a unique value proposition:
- A diversified tenant base and thriving innovation ecosystem

Looking ahead
Belval’s next chapter will see further development of infrastructure dedicated to the space sector, healthcare innovation, and the arrival of the new HE:AL campus. These projects will reinforce its position as a model for future-facing urban districts in Europe.
